В Филиппинах административный приказ Министерства здравоохранения от 2014 года (№0008) регулирует вопросы, связанные с электронными сигаретами. В этом документе электронные сигареты определяются как комбинация лекарственных средств и медицинских изделий, а не как табачные или потребительские товары, поэтому они подпадают под контроль Администрации по продуктам и лекарствам (FDA). Продажа и использование электронных сигарет разрешены законом. Новые правила, вступившие в силу с июля 2019 года, запрещают вейпинг в общественных местах. Министерство здравоохранения Филиппин выпустило административный приказ по электронным сигаретам 10 июля 2019 года, который начал действовать через 15 дней. Этот приказ распространяется только на электронные сигареты и не относится к стиковым табачным изделиям (ПНТ). Документ требует, чтобы компании, занимающиеся производством, импортом и розничной продажей электронных сигарет на территории Филиппин, получили лицензию на деятельность и зарегистрировали продукцию в течение трёх месяцев.
