Węgry stosują się do unijnej dyrektywy dotyczącej wyrobów tytoniowych (TPD) z 2014 roku, a ponadto wprowadziły własne, dodatkowe przepisy. E-papierosy można kupić wyłącznie w sklepach z wyrobami tytoniowymi, a handel jakimikolwiek produktami związanymi z e-papierosami wymaga posiadania odpowiedniej licencji. Istnieje całkowity zakaz sprzedaży e-liquidów smakowych – dozwolony jest jedynie smak tytoniowy. Używanie e-papierosów jest zabronione wszędzie tam, gdzie nie wolno palić tradycyjnych wyrobów tytoniowych. Kary za naruszenie przepisów są wysokie, na przykład do 980 dolarów za wapowanie w miejscu objętym zakazem, do 9 800 dolarów dla przedsiębiorstwa pozwalającego na wapowanie w pomieszczeniach, oraz do 196 000 dolarów za sprzedaż produktów bez licencji. Sprzedaż transgraniczna jest zabroniona. Podatek od płynu zawierającego nikotynę jest ograniczony do 55 forintów (0,18 euro).
