W Wielkiej Brytanii e-papierosy są dozwolone i regulowane przepisami krajowymi dotyczącymi wyrobów tytoniowych i nikotynowych. Jednak zgodnie z najnowszymi przepisami zabronione jest wprowadzanie do obrotu, oferowanie oraz posiadanie jednorazowych lub jednorazowego użytku e-papierosów w celu sprzedaży. Oświadczenia zdrowotne promujące e-papierosy jako pomoc w rzucaniu palenia są dozwolone, o ile są poparte dowodami naukowymi i zgodne z obowiązującymi regulacjami. Reklama tych produktów jest dopuszczalna, ale podlega ścisłym ograniczeniom. E-papierosy można legalnie kupować przez internet i są powszechnie dostępne w sklepach detalicznych. Obecnie w Wielkiej Brytanii nie nakłada się akcyzy na produkty do e-papierosów. Obowiązuje tu kompleksowy system regulacyjny dotyczący e-papierosów – przed wprowadzeniem produktu na rynek wymagana jest jego notyfikacja, a pojemniki muszą być szczelne i zabezpieczone przed dziećmi. Dodatkowo na każdym opakowaniu muszą znajdować się ostrzeżenia zdrowotne, a sprzedaż dozwolona jest wyłącznie osobom powyżej 18. roku życia. Zgodnie z przepisami, płyny do e-papierosów nie mogą zawierać więcej niż 20 mg/ml nikotyny, a pojemność zbiorników nie może przekraczać 2 ml. Nie obowiązują ograniczenia dotyczące wyboru smaków, natomiast używanie e-papierosów w miejscach publicznych jest regulowane zgodnie z lokalnymi przepisami. Szacuje się, że w 2022 roku liczba osób stosujących e-papierosy wynosiła około 4,5 miliona. W 2024 roku odsetek dorosłych aktualnie korzystających z e-papierosów szacowano na 10,7%. W 2022 roku odnotowano, że 7,9% dorosłych kobiet i 9,5% dorosłych mężczyzn używało e-papierosów. Około 2,1 miliona dorosłych korzystało z e-papierosów codziennie w 2020 roku, a odsetek codziennych użytkowników wśród dorosłych wynosił 5,2% w 2022 roku – 3,5% wśród kobiet i 6,4% wśród mężczyzn. W 2020 roku 14,2% dorosłych w Wielkiej Brytanii zadeklarowało, że kiedykolwiek próbowało e-papierosów.
