24 stycznia 2019 roku prezydent Białorusi podpisał dekret nr 2, który zmienił dekret nr 28 z 17 grudnia 2002 roku oraz dekret nr 4 z 18 października 2007 roku, dotyczące regulacji produkcji, obrotu i konsumpcji wyrobów tytoniowych. Nowe przepisy mają na celu ograniczenie dostępności wyrobów tytoniowych oraz zmniejszenie negatywnego wpływu palenia na zdrowie. Dekret obejmuje również regulacje prawne dotyczące produkcji, sprzedaży i użytkowania papierosów elektronicznych oraz wyrobów z podgrzewanym tytoniem. Produkty te będą podlegały przepisom dotyczącym produkcji, sprzedaży i spożycia wyrobów tytoniowych. Prawo do prowadzenia działalności związanej z produkcją i sprzedażą systemów do używania tytoniu, elektronicznych systemów oraz płynów do e-papierosów będą miały wyłącznie białoruskie podmioty gospodarcze. Zabronione będzie eksponowanie na widoku płynów do elektronicznych systemów palenia w witrynach sklepowych i innych punktach sprzedaży. Dekret wprowadza także ograniczenia dotyczące miejsc sprzedaży i używania elektronicznych systemów palenia, zakaz reklamy tych urządzeń oraz sprzedaży płynów do e-papierosów osobom niepełnoletnim.
