Na Białorusi palenie tytoniu jest dozwolone, jednak obowiązują pewne ograniczenia. Sprzedaż papierosów jest legalna, lecz ich nabycie za pośrednictwem automatów lub przez internet jest zabronione. Import papierosów w celach handlowych wymaga posiadania licencji importowej. Obowiązuje całkowity zakaz reklamy. Ponadto na opakowaniach papierosów muszą znajdować się ostrzeżenia zdrowotne, a minimalny wiek uprawniający do zakupu papierosów wynosi 18 lat. W miejscach publicznych, takich jak placówki edukacyjne, obowiązują dodatkowe ograniczenia dotyczące palenia. Łączna stawka podatku akcyzowego na papierosy wynosi 57%. W 2022 roku na Białorusi szacowano, że liczba dorosłych osób palących wynosiła 1,7 miliona, a rozpowszechnienie palenia wśród dorosłych sięgało 22,6%. Wśród mężczyzn odsetek ten wynosił 42%, a wśród kobiet 10%. Codzienne palenie odnotowano u 39,1% dorosłych – 20,3% mężczyzn i 8,1% kobiet. W tym samym roku palenie przyczyniło się do około 19,8 tysiąca zgonów, z czego 17 tysięcy stanowili mężczyźni, a 2,8 tysiąca kobiety. Oznacza to, że palenie odpowiadało za 12,23% wszystkich zgonów w kraju, w tym za 21,21% zgonów wśród mężczyzn i 3,42% wśród kobiet.
