En Bielorrusia, fumar está permitido con algunas restricciones. La venta de cigarrillos es legal, pero no se permite comprarlos en máquinas expendedoras ni por internet. La importación de cigarrillos con fines comerciales está permitida con una licencia de importación. Existe una prohibición total de la publicidad. Además, es obligatorio incluir advertencias sanitarias en los paquetes de cigarrillos y la edad mínima legal para comprarlos es de 18 años. También hay ciertas restricciones para fumar en espacios públicos, como en instalaciones educativas. Los cigarrillos están sujetos a una tasa total de impuestos del 57%. En 2022, se estimó que había 1,7 millones de adultos fumadores en Bielorrusia, con una prevalencia de tabaquismo del 22,6% en adultos. Entre los hombres, la prevalencia fue del 42% y entre las mujeres, del 10%. La prevalencia de consumo diario en adultos fue del 39,1%, con un 20,3% en hombres y un 8,1% en mujeres. Ese mismo año, el tabaquismo provocó aproximadamente 19,8 mil muertes, de las cuales 17 mil correspondieron a hombres y 2,8 mil a mujeres.
