En Turquía, fumar está permitido bajo ciertas regulaciones específicas. Según estas normativas, la venta de cigarrillos es legal; sin embargo, está prohibida su compra en máquinas expendedoras o por internet. La importación de cigarrillos con fines comerciales es permitida siempre que se cuente con una licencia de importación. Otras restricciones incluyen la obligación de incluir advertencias sanitarias en los empaques y la exigencia de tener al menos 18 años para poder comprar cigarrillos. También existen restricciones legales sobre fumar en espacios públicos y la publicidad de cigarrillos está prohibida. Los cigarrillos están sujetos a una carga tributaria total del 81%. En cuanto a la prevalencia, en 2024 se estimaba que Turquía contaba con 21,1 millones de fumadores actuales y la prevalencia de tabaquismo en adultos era del 30,8%. Este porcentaje era considerablemente más alto entre los hombres (42,1%) que entre las mujeres (19,7%). Los datos de 2019 indican una prevalencia diaria de consumo de tabaco del 41,3% en hombres, del 14,9% en mujeres y una prevalencia diaria total en adultos del 28%. Estas cifras evidencian que el consumo de tabaco en Turquía sigue siendo elevado, especialmente entre los hombres, a pesar de los esfuerzos regulatorios.
