En Somalia, el tabaco sin humo tradicional está permitido y su venta y consumo son legales. Además, puede comprarse por internet y se encuentra ampliamente disponible en tiendas, mercados, farmacias y a través de vendedores ambulantes. No existen requisitos para incluir advertencias sanitarias en el empaquetado, ni restricciones de edad mínima para su venta, lo que permite el acceso a personas de cualquier edad. Asimismo, no hay prohibiciones sobre la publicidad, por lo que los productos de tabaco pueden promocionarse libremente en diversos medios de comunicación.
