Rumanía se rige por la Directiva sobre Productos del Tabaco de la Unión Europea (TPD) de 2014. Los cigarrillos electrónicos están regulados como productos del tabaco y su normativa se encuentra establecida en la Ley n.º 201/2016. El único lugar donde está prohibido vapear es en el transporte público. Además, existe una prohibición casi total de la publicidad, las ventas transfronterizas de líquidos para vapear están prohibidas y estos líquidos están gravados con un impuesto de 0,11 € por mililitro.
