En Rumania, el consumo de tabaco está permitido pero sujeto a restricciones específicas. La venta y la importación de cigarrillos con fines comerciales son legales, y los consumidores pueden adquirirlos legalmente por internet. Sin embargo, está prohibida la venta a través de máquinas expendedoras. Es obligatorio que los envases incluyan advertencias sanitarias y la edad mínima para comprar tabaco es de 18 años. También existen restricciones respecto al consumo en espacios públicos. En cuanto a la prevalencia, se estimó que en 2023 había 5,4 millones de fumadores actuales. La prevalencia de tabaquismo entre adultos fue del 34% en 2023, incluyendo un 17,5% en mujeres y un 37,4% en hombres en 2022. Se calculó que el consumo de tabaco causó 29.500 muertes en 2021, de las cuales 6.200 correspondieron a mujeres y 23.300 a hombres. Estos datos indican que el tabaquismo representó el 8,82% de las muertes totales ese año—3,87% en mujeres y 13,38% en hombres.
