Rumunia stosuje się do unijnej dyrektywy dotyczącej wyrobów tytoniowych (TPD) z 2014 roku. E-papierosy są traktowane jako wyroby tytoniowe i podlegają regulacjom określonym w ustawie nr 201/2016. Zakaz używania e-papierosów obowiązuje jedynie w środkach transportu publicznego. Dodatkowo obowiązuje niemal całkowity zakaz reklamy, transgraniczna sprzedaż płynów do e-papierosów jest zabroniona, a płyny te są opodatkowane w wysokości 0,11 euro za mililitr.
