La terapia de sustitución de nicotina (TSN) está permitida por la ley en Catar y sus productos se regulan como medicamentos. Por lo tanto, es legal vender productos de TSN; sin embargo, se requiere receta médica para su compra. Estos productos están disponibles en farmacias de todo el país. El gobierno apoya la TSN, ya que está incluida en la lista de medicamentos esenciales de Catar. Por ello, el costo de la TSN está completamente cubierto por el gobierno.
