En Panamá, el Decreto Ejecutivo N.º 1838 clasifica los cigarrillos electrónicos (con o sin nicotina) como productos de tabaco y prohíbe su venta, publicidad, promoción, patrocinio, distribución e importación. El vapeo está prohibido en espacios públicos y en el transporte público. Se informa que los insumos para vapear se consiguen de manera ilícita.
