Los cigarrillos electrónicos son legales en Malta. La publicidad de productos de vapeo está regulada y los consumidores pueden comprarlos por internet. Estos productos deben notificarse antes de ser comercializados, deben contar con envases a prueba de niños y manipulaciones indebidas, y llevar advertencias sanitarias. La venta está restringida a personas mayores de 18 años. No existen limitaciones en el tipo de sabores, pero el contenido de nicotina está limitado a 20 mg/ml o menos, y se especifican los tamaños de los depósitos. El uso de cigarrillos electrónicos también está restringido en espacios públicos. Los datos muestran que en 2023, se estimaba que 11,300 personas en Malta eran usuarias actuales de vapeadores. Aproximadamente el 3% de la población adulta era usuaria actual, mientras que el 1.6% los utilizaba a diario. En 2017, el 12% de los adultos declaró haber probado el vapeo.
