Uruguay Background

Smoking is allowed in Uruguay but tobacco products are strictly regulated. Based on these regulations, health warnings on tobacco packaging including cigarettes are mandatory, the minimum legal age for sales is 18 years, and there are legal restrictions on smoking in all enclosed public places and workplaces. A comprehensive ban on all cigarette advertising, promotion, and sponsorship is also in force. The excise tax of 47.48% with a total taxation rate of 65.52% is applied on cigarettes. Unlike some other regions, cigarettes cannot be purchased through vending machines, though online purchase is not explicitly prohibited. Importing cigarettes for trade is allowed with an appropriate license.

Despite these regulations, prevalence data show that smoking is still a public health issue in Uruguay. There were approximately 501,000 current smokers in the country in 2024. This represents an overall adult current smoking prevalence of 18.3%, with higher prevalence among men (21.6%) than among women (15.2%). The overall adult current smoking prevalence has shown a downward trend from 19.3% in 2022 and 21.8% in 2019. Smoking-related mortality also remains significant in Uruguay. In 2021, smoking resulted in 3,801 deaths in the country, including 2,870 deaths among men and 931 deaths among women. In other wors, smoking accounted for 9.38% of all deaths in Uruguay in 2021, with a higher rate among men (13.91%) than among women (4.68%).
