Heated tobacco products (HTPs) are regulated and categorised as tobacco products and are allowed in Latvia. These products are available in general retail stores. The law requires HTPs to have health warnings on their packaging and imposes restrictions on their flavours as well as on their use in public places. Online sales of HTPs are not allowed.

The number of current HTP users in Latvia shows to be relatively constant over recent years. There were an estimated 44,000 and 45,000 adult HTP users in 2020 and 2023 respectively. This can be translated to a prevalence rate of 2.8% and 3.0% in 2020 and 2023 respectively. The adult daily HTP use prevalence was 2.3% in 2023 in Latvia.
