В Португалии электронные сигареты разрешены и доступны для покупки в обычных розничных торговых точках, однако онлайн-продажи и продажа через автоматы запрещены. Заявления о пользе для здоровья не допускаются, реклама запрещена. Производители обязаны уведомлять органы власти о новых продуктах до их вывода на рынок, а все жидкости для заправки должны быть реализованы только в упаковке, защищённой от детей, и с защитой от вскрытия. На упаковке требуется размещение предупреждений о вреде для здоровья, а продажа электронных сигарет разрешена только гражданам от 18 лет и старше. Юридические ограничения на использование электронных сигарет в общественных местах отсутствуют, однако введён запрет на определённые вкусы. Максимальная концентрация никотина установлена на уровне не выше 20 мг/мл, а объём многоразовых резервуаров ограничен 2 мл. По состоянию на 2021 год в Португалии насчитывалось примерно 8 300 человек, которые регулярно пользуются электронными сигаретами, а доля взрослых, регулярно потребляющих такие изделия, составляла 0,09%. В 2017 году около 8% взрослых сообщали, что хотя бы раз пробовали электронные сигареты. Согласно мнению общественности в 2017 году, 58% респондентов считали вейпинг столь же вредным или даже более вредным, чем курение, 26% считали его менее вредным, а 16% затруднились ответить на этот вопрос.
