В Новой Зеландии электронные сигареты легальны, при этом на них распространяются правила, регулирующие безопасность продукции, упаковку и продажу. Согласно этим требованиям, новые изделия должны быть зарегистрированы до выхода на рынок, а ёмкости должны иметь упаковку, защищённую от детей. На упаковке обязательно размещаются предупреждения о вреде для здоровья, а продажа разрешена только гражданам в возрасте 18 лет и старше. Также установлено ограничение на содержание никотина — не более 20 мг/мл, но ассортимент вкусов не ограничивается. Использование электронных сигарет также регулируется в общественных местах. Электронные сигареты можно легально приобретать онлайн и в обычных торговых точках. Заявления о потенциальной пользе для здоровья в отношении электронных сигарет разрешены, при этом на данный момент акцизный налог на эти изделия не взимается. В 2021 году в Новой Зеландии, по оценкам, насчитывалось около 316 500 человек, которые регулярно используют электронные сигареты. В 2023 году доля взрослых, систематически пользующихся электронными сигаретами, составляла ориентировочно 11,9%: 7% среди женщин и 9,5% среди мужчин. Число людей, ежедневно пользующихся электронными сигаретами, составило 239 300, что соответствует показателю ежедневного пользования 6,2% среди взрослого населения: 5% среди женщин и 7,5% среди мужчин.
