В Молдове использование и продажа электронных сигарет разрешены. Электронные сигареты, содержащие никотин, подпадают под регулирование Закона № 278 о контроле над табаком (с поправками). Несмотря на то что Молдова не является членом ЕС, эти нормы во многом соответствуют положениям Директивы ЕС о табачных изделиях (TPD, 2014 года). Запрещены трансграничные дистанционные продажи, а также продажа через интернет и уличных торговцев. Существуют ограничения на размещение торговых точек рядом с образовательными и медицинскими учреждениями. Запрет на выкладку табачной продукции, включая электронные сигареты, в торговых помещениях и обязанность продавцов предоставлять перечень товаров для продажи, должны вступить в силу в мае 2020 года. Использование электронных сигарет запрещено в местах, где курение также не допускается, включая личный транспорт, если в нем находятся несовершеннолетние до 18 лет.
