Продажа и использование электронных сигарет в Люксембурге разрешены. Утверждения о пользе для здоровья в отношении этих изделий не допускаются, их реклама регулируется. Электронные сигареты подпадают под ряд нормативных требований и ограничений: производители обязаны уведомлять органы власти о новых продуктах до начала продаж, для продукции обязательна упаковка, защищённая от детей, а также устойчивая к вскрытию. Все упаковки должны содержать предупреждения о вреде для здоровья, а продажа разрешена только гражданам от 18 лет. Регулирование включает ограничения на ассортимент ароматизаторов, максимальную концентрацию никотина в жидкости — 20 мг/мл, объём резервуара не более 2 мл, а также запрет на использование электронных сигарет в ряде общественных мест. По состоянию на 2023 год в Люксембурге насчитывалось примерно 21 600 человек, которые регулярно курят электронные сигареты. Распространённость использования устройств среди взрослого населения составила 4%, а ежедневно электронные сигареты использовали 2,8% взрослых. Кроме того, согласно опросу 2017 года, 12% взрослых сообщили, что хотя бы раз пробовали электронные сигареты. С точки зрения общественного мнения, в том же опросе 76% взрослых жителей Люксембурга считали электронные сигареты такими же вредными или более вредными, чем обычные сигареты, 12% — менее вредными, ещё 12% не смогли ответить на этот вопрос.
