Sprzedaż i używanie e-papierosów są w Luksemburgu legalne. Zabronione jest przypisywanie tym produktom właściwości prozdrowotnych, a ich reklama podlega regulacjom. E-papierosy są objęte określonymi przepisami i ograniczeniami. Producenci są zobowiązani do zgłaszania nowych produktów właściwym władzom przed ich wprowadzeniem na rynek, a opakowania muszą być odporne na otwarcie przez dzieci oraz zabezpieczone przed manipulacją. Wszystkie opakowania muszą być opatrzone ostrzeżeniami zdrowotnymi, a sprzedaż dozwolona jest wyłącznie osobom powyżej 18. roku życia. Przepisy obejmują także ograniczenia dotyczące dostępnych smaków, maksymalne stężenie nikotyny wynoszące 20 mg/ml, pojemność zbiornika nie większą niż 2 ml oraz zakaz używania e-papierosów w niektórych miejscach publicznych. Według szacunków z 2023 roku w Luksemburgu było około 21 600 osób obecnie korzystających z e-papierosów. Odsetek dorosłych używających e-papierosów wynosił 4%, natomiast codziennie sięgało po nie 2,8% dorosłych. Dodatkowo, w badaniu przeprowadzonym w 2017 roku, 12% dorosłych zadeklarowało, że przynajmniej raz spróbowało e-papierosa. Jeśli chodzi o opinię publiczną, w tym samym badaniu z 2017 roku 76% dorosłych w Luksemburgu uznało, że e-papierosy są tak samo szkodliwe lub bardziej szkodliwe niż tradycyjne papierosy, 12% uznało je za mniej szkodliwe, a pozostałe 12% nie miało zdania.
