В Бельгии электронные сигареты регулируются специальной нормативной базой: их можно законно продавать и использовать, однако онлайн-продажи запрещены. Допускается размещение заявлений о влиянии на здоровье, но реклама полностью запрещена. Электронные сигареты доступны в обычных магазинах, акциз на эти изделия не взимается. По закону требуется уведомление о выводе новых продуктов на рынок, упаковка должна быть защищённой от детей и вскрытия, на упаковке должны размещаться предупреждения о вреде для здоровья. Продажа разрешена только гражданам от 18 лет и старше, а также действуют ограничения на использование в общественных местах. Максимальное содержание никотина составляет 20 мг/мл, объём резервуара не должен превышать 2 мл. Запретов на ассортимент вкусов не предусмотрено. По состоянию на 2023 год в Бельгии было примерно 383 900 человек, которые регулярно используют электронные сигареты, что составляет 4% от взрослого населения. Среди мужчин распространённость была выше (12%), чем среди женщин (8%). В том же году доля взрослых, ежедневно использующих электронные сигареты, составляла 1,2%. В 2021 году этот показатель составлял 3% как среди мужчин, так и среди женщин. Для сравнения: в 2017 году 16% взрослых сообщили, что когда-либо пробовали электронные сигареты. Согласно опросу 2017 года, 62% респондентов в Бельгии считали электронные сигареты вредными или более вредными, чем обычные сигареты, 34% считали их безвредными или менее вредными, а 4% затруднились с ответом.
