W 2017 roku w Togo było około 155 500 aktualnych użytkowników tradycyjnych bezdymnych wyrobów tytoniowych, co stanowiło 3,6% dorosłej populacji. Częstsze używanie odnotowano wśród mężczyzn – 5,1%, podczas gdy wśród kobiet odsetek ten wynosił 2,2%. Codzienne stosowanie deklarowało 2,6% dorosłych, w tym 4% mężczyzn i 1,4% kobiet sięgało po bezdymny tytoń każdego dnia. Z perspektywy regulacyjnej tradycyjny bezdymny tytoń jest w Togo legalny i traktowany jako wyrób tytoniowy. Dozwolona jest jego sprzedaż oraz używanie, także za pośrednictwem internetu. Opakowania muszą jednak zawierać ostrzeżenia zdrowotne, a sprzedaż tych produktów jest ograniczona do osób powyżej 18. roku życia. Dodatkowo obowiązuje całkowity zakaz wszelkich form reklamy wyrobów tytoniowych, co świadczy o silnej kontroli regulacyjnej nad ich promocją.
