Na podstawie najnowszych dostępnych danych, w 2013 roku rozpowszechnienie tradycyjnych bezdymnych wyrobów tytoniowych wśród dorosłych w Namibii było stosunkowo niskie – obecnie używało ich 2,3% kobiet oraz 1,8% mężczyzn. Tradycyjne bezdymne wyroby tytoniowe są w świetle krajowych przepisów traktowane i regulowane jako wyroby tytoniowe. Ich sprzedaż i używanie są zatem legalne zarówno w tradycyjnych punktach handlowych, jak i przez internet. Opakowania tych produktów muszą jednak zawierać ostrzeżenia zdrowotne, a ich sprzedaż jest dozwolona wyłącznie osobom, które ukończyły 18 lat.
