E-papierosy są legalne w Korei Południowej i podlegają szeregowi regulacji. Sprzedaż jest dozwolona wyłącznie w wyspecjalizowanych punktach detalicznych, przy czym zakupy przez Internet są zabronione. Zabronione jest również zamieszczanie twierdzeń zdrowotnych dotyczących e-papierosów, a produkty te są opodatkowane stawką równą lub wyższą niż 50% stawki stosowanej wobec tradycyjnych papierosów. Dodatkowo, każde opakowanie e-papierosów musi zawierać ostrzeżenia zdrowotne, a sprzedaż jest dozwolona wyłącznie osobom powyżej 19. roku życia. Zawartość nikotyny w płynach do e-papierosów nie może przekraczać 20 mg/ml, a używanie e-papierosów jest ograniczone w miejscach publicznych. Obecnie nie obowiązują ograniczenia dotyczące smaków tych produktów. W 2022 roku szacowano, że około 1,6 miliona osób w Korei Południowej było aktualnymi użytkownikami e-papierosów. Stanowiło to 3,5% dorosłej populacji, przy czym odsetek ten był wyższy wśród mężczyzn (5,6%) niż wśród kobiet (1,3%).
