W Kenii saszetki nikotynowe są legalne – dozwolona jest ich sprzedaż, zakup przez internet oraz używanie. Nie obowiązują ograniczenia dotyczące dostępnych smaków. Obowiązują jednak pewne przepisy: na opakowaniach muszą znajdować się ostrzeżenia zdrowotne, nie wolno zamieszczać oświadczeń zdrowotnych, a zawartość nikotyny w jednej saszetce nie może przekraczać 16,6 mg. Podatek ogólny wynosi 0,02 KES za saszetkę (10 mg), a stawka podatku akcyzowego stanowi od 10% do 50% stawki obowiązującej dla papierosów.
