Terapia zastępcza nikotynowa (NRT) jest w Afganistanie zakazana. Produkty NRT nie są regulowane jako produkty lecznicze i ich sprzedaż jest nielegalna. Rząd nie zapewnia wsparcia dla tych produktów, ponieważ nie znajdują się one na liście podstawowych leków kraju. Nie jest jasne, czy można je importować na użytek własny, dlatego zaleca się posiadanie przy sobie recepty oraz dokumentów potwierdzających zakup.
