Los cigarrillos electrónicos que contienen nicotina se clasifican como productos de tabaco y han sido incorporados a la legislación relacionada con el tabaco. Para distribuir, exportar, importar o fabricar productos de cigarrillos electrónicos, se requiere una licencia emitida por el Ministro de Finanzas. Está prohibida la venta por parte de menores de 21 años, así como la venta a estos, y es obligatorio verificar la edad en el punto de venta. También se prohíbe la venta a través de máquinas expendedoras y las ventas transfronterizas a distancia por internet o por pedido por correo. Están prohibidas la publicidad, promoción, patrocinio, exhibición de productos de tabaco en el punto de venta y la extensión de marca.
