En Filipinas, una orden administrativa emitida por el Departamento de Salud en 2014 (N.º 0008) regula los cigarrillos electrónicos. La orden establece que los cigarrillos electrónicos se consideran una combinación de medicamentos y dispositivos médicos, y no productos de tabaco ni de consumo, por lo que quedan bajo la jurisdicción de la Administración de Alimentos y Medicamentos (FDA). La venta y el uso de cigarrillos electrónicos son legales. Sin embargo, nuevas normas vigentes desde julio de 2019 prohíben vapear en lugares públicos. El Ministerio de Salud de Filipinas emitió una Orden Administrativa sobre cigarrillos electrónicos el 10 de julio de 2019, que entró en vigor quince días después. Esta orden solo abarca los cigarrillos electrónicos y no se aplica a los productos de tabaco calentado. Obliga a las empresas que fabriquen, importen o vendan cigarrillos electrónicos en Filipinas a obtener una licencia de operación y un certificado de registro de producto en un plazo de tres meses. Además, establece la prohibición de cualquier forma de publicidad, promoción o patrocinio (regulaciones más estrictas que las aplicadas a los cigarrillos convencionales) y prohíbe los sabores y aditivos que estén comprobados o se sospeche que resultan atractivos para los jóvenes.
