En Estonia, los cigarrillos electrónicos están permitidos y regulados como productos de tabaco. No se permite la venta por internet de estos dispositivos, pero sí están disponibles en tiendas minoristas. No se autorizan declaraciones de propiedades saludables y existe una prohibición total de toda forma de publicidad. Los cigarrillos electrónicos también están sujetos a un impuesto especial, que equivale hasta el 10% del aplicado a los cigarrillos convencionales. Existe un marco regulatorio integral para estos productos, que incluye requisitos de notificación de productos, envases a prueba de niños y manipulaciones, así como advertencias sanitarias en el embalaje. La venta está restringida a personas mayores de 18 años y se establecen límites tanto para el contenido de nicotina (máximo 20 mg/ml) como para la capacidad del depósito (máximo de 2 ml). Además, hay restricciones respecto a los sabores y el uso en lugares públicos también está regulado por la ley. En 2023, en Estonia se contabilizaron aproximadamente 97,900 vapeadores actuales, con una prevalencia de vapeo actual en adultos del 9% y una prevalencia diaria del 4.8%. Una encuesta realizada en 2017 indicó que el 21% de los adultos había probado los cigarrillos electrónicos. En otra encuesta también de 2017, los datos sobre la percepción pública mostraron que el 75% de los encuestados consideraba que los cigarrillos electrónicos eran igual de dañinos o más dañinos que los cigarrillos convencionales, mientras que solo el 11% opinaba que eran menos dañinos y el 14% no estaba seguro.
