En Azerbaiyán, el consumo de tabaco está permitido y regulado como un producto de tabaco. Es legal utilizar, vender y comprar cigarrillos, incluso a través de canales en línea, aunque la compra mediante máquinas expendedoras no está autorizada. La importación de cigarrillos con fines comerciales es legal siempre que se cuente con la licencia correspondiente. Es obligatorio que los paquetes de cigarrillos incluyan advertencias sanitarias, y la edad mínima legal para comprar cigarrillos es de 18 años. Además, existen restricciones legales sobre fumar en lugares públicos. Los productos de cigarrillos están sujetos a una tasa general de impuestos del 50%. Para el año 2022, se estimaba que Azerbaiyán contaba con 1,5 millones de fumadores adultos actuales, lo que corresponde a una prevalencia de tabaquismo en adultos del 19,3%. Entre los hombres, la prevalencia era del 39,6%, mientras que entre las mujeres era del 0,1%. Según datos de 2017, el número de fumadores diarios alcanzaba aproximadamente 1,2 millones, con una prevalencia diaria en adultos del 16,3% (33,2% en hombres y 0,2% en mujeres). En 2021, el consumo de tabaco fue responsable de unas 11,3 mil muertes estimadas en Azerbaiyán, de las cuales 9,3 mil correspondieron a hombres y 2 mil a mujeres. Esto indica que el tabaquismo provocó el 12,6% de todas las muertes en el país, incluidos el 18,81% de las muertes masculinas y el 4,91% de las muertes femeninas de ese año.
