Using HTP in Germany

Heated Tobacco Products (HTPs) are classified as novel tobacco products and are legally allowed in Germany including their sale and use. HTPs can also be purchased online. They are available in general retail stores. The law requires health warnings on HTPs' packaging, and enforce restrictions on their flavours. Health benefit claims regarding these products are not permitted.

Available data show that the number of HTP users in Germany shows to have increased in recent years from an estimated 499,000 adults to 641,000 people in 2023. This means that the prevalence of HTP use has increased from 0.7% in 2020 to 0.9% in 2023. Daily use prevalence of HTPs among adults shows to have slightly increased from 0.2% in 2020 to 0.3% in 2023. In a survery conducted in 2023, 1.7% of German respondents stated that they ever tried HTP.
