In Russian Federation, smoking is allowed and regulated with some restrictions. A comprehensive ban on all tobacco advertising including cigarettes is enforced. Health warnings on tobacco packaging are required, the minimum legal age for sales is 18 years, and smoking is restricted in public places. The excise tax of 28.37% with a total tax of 61.04% is applied on cigarettes. Tobacco products including cigarettes can legally be sold and used. However, online purchase and sales through vending machines are not permitted. Importing tobacco products for trade is allowed under the applicable regulatory framework.

Prevalence data show that there were 27.4 million current adult smokers in the Russian Federation in 2024. This represents an adult smoking prevalence of 23%, with considerably higher prevalence among men (36.1%) than among women (12.1%). In comparison, the overall prevalence was 27.2% in 2022. Smoking-related mortality remains substantial in Russia. In 2021, smoking resulted in 224,008 deaths, including 190,411 among men and 33,596 among women. This means smoking accounted for 9.28% of all deaths in the country, with a considerably higher rate among men (16.56%) than among women (2.66%).
