В Румынии Закон 201/2016 реализует статью 19 Директивы ЕС о табачных изделиях, распространяющуюся на новые табачные изделия, включая стиковые табачные изделия (ПНТ). Регулирование охватывает требования к отчётности, процедурам уведомления и предупреждающим надписям о вреде для здоровья. Фискальный кодекс регулирует стиковые табачные изделия в рамках «Раздела VIII “акцизы, не гармонизированные на уровне ЕС”», который определяет применяемую структуру налогообложения.
