Согласно Глобальному индексу борьбы с курением, никотиновые пакетики разрешены в Пакистане, в том числе доступны для покупки и использования в интернете. Акцизные налоги на эти продукты не взимаются. Однако действуют некоторые ограничения, такие как запрет на заявления о пользе для здоровья и обязательное размещение предупреждений о вреде для здоровья на упаковке. При этом, по данным Tobacco Intelligence за тот же год, в Пакистане отсутствует специальное законодательство, регулирующее никотиновые пакетики, и эти продукты продаются как потребительские товары.
