В Нидерландах электронные сигареты регулируются в соответствии с установленными нормами: их продажа и использование разрешены, однако онлайн-торговля такими изделиями запрещена. Утверждения о пользе для здоровья не допускаются, но данные продукты доступны в обычных магазинах. Акциз на электронные сигареты не взимается. В соответствии с правилами необходимо уведомлять о новых продуктах до их выхода на рынок, а также использовать упаковку, защищённую от детей, и защиту от вскрытия. На всех упаковках должны размещаться предупреждения о вреде для здоровья, продажа разрешена только людям в возрасте от 18 лет и старше. Максимально допустимая концентрация никотина в жидкостях для электронных сигарет составляет 20 мг/мл, а вместимость резервуара не должна превышать 2 мл. Использование электронных сигарет в общественных местах ограничено, также существуют ограничения по ассортименту вкусов. По данным статистики, на 2023 год в Нидерландах насчитывалось около 288 200 человек, которые курят электронные сигареты, а распространённость их использования среди взрослого населения составила 2%. Доля взрослых, ежедневно используют электронные сигареты, составила 1,5%. В 2017 году 15% взрослых сообщили, что пробовали электронную сигарету хотя бы однажды. Согласно опросам 2017 года, большинство взрослых (85%) считали, что электронные сигареты так же вредны или вреднее, чем обычные сигареты, 7% считали их менее вредными, а 8% затруднились ответить.
