In Luxembourg, smoking is legal but regulated under national tobacco control legislation. Cigarettes may be sold through retail outlets as well as through vending machines, while online sales are banned. The importation of cigarettes for trade is permitted with appropriate authorisation. Additionally, health warnings on packaging are mandatory, the legal minimum age for purchase is 18 years, and smoking in public places is subject to legal restrictions. Not all forms of tobacco advertising are banned in the country. Cigarettes in Luxembourg are taxed at a total rate of 68.48%, including an excise rate of 7.05%.

Statistics show that smoking is a significant public health concern in Luxembourg. In 2024, the number of current smokers among adults aged 15 years and older was 131,000, corresponding to an adult smoking prevalence of 23.3%. Unlike many other countries, smoking prevalence rate was reported to be relatively similar among males (24.4%) and females (22.2%) in Luxembourg. In 2021, this prevalence was 21.8%. In 2023, the adult daily tobacco smoking prevalence was 13.7%, with an estimated 85,310 daily smokers. In 2021, smoking caused 481 deaths in Luxembourg, including 347 deaths among males and 135 among females. This represents that tobacco smoking accounted for 10.57% of all deaths in the the country in 2021, including 14.95% of all male deaths and 6.02% of all female deaths.
