Terapia substytucyjna nikotynowa (NRT) jest w Rwandzie zakazana prawnie, a produkty tego typu nie są regulowane jako leki ani nie znajdują się na krajowej liście leków podstawowych. W związku z tym sprzedaż produktów NRT jest nielegalna. Nie wiadomo, czy istnieje możliwość importu tych produktów na własny użytek, dlatego zaleca się zachowanie recepty lub dowodu zakupu.
