Dekret wydany przez Prezydenta na podstawie ustawy ogólnej o kontroli tytoniu (artykuł 16) w Meksyku zakazuje sprzedaży, dystrybucji, eksponowania, promowania oraz produkcji przedmiotów imitujących produkty tytoniowe. Przepis ten obejmuje również papierosy elektroniczne zawierające nikotynę. Pierwotnie dekret ten został wprowadzony w celu zwalczania sprzedaży papierosów-cukierków. Nie istnieje jednak prawny zakaz używania e-papierosów. Zakaz sprzedaży, mimo obowiązywania, jest powszechnie łamany.
