W Izraelu e-papierosy są legalne i regulowane jako wyroby tytoniowe. Sprzedaż internetowa e-papierosów jest dozwolona, a produkty te są dostępne w ogólnej sprzedaży detalicznej. Zarówno urządzenia, jak i płyny zawierające nikotynę można kupować bez recepty. Zakazana jest jednak sprzedaż e-papierosów za pośrednictwem automatów. Reklama i promocja są całkowicie zabronione we wszystkich mediach oraz w punktach sprzedaży. Izrael wprowadził kompleksowe przepisy dotyczące produkcji i sprzedaży e-papierosów. Producenci mają obowiązek zgłaszania nowych produktów odpowiednim organom przed wprowadzeniem ich do obrotu. Opakowania muszą być opatrzone wyraźnymi ostrzeżeniami zdrowotnymi, a wszystkie pojemniki muszą być zabezpieczone przed dziećmi oraz manipulacją. Sprzedaż jest dozwolona wyłącznie osobom, które ukończyły 18 lat. Dodatkowo maksymalne dopuszczalne stężenie nikotyny wynosi 2 mg/ml, jednak nie obowiązują ograniczenia dotyczące smaków. Używanie e-papierosów jest prawnie zakazane w określonych miejscach publicznych.
