W 2004 roku Bhutan wprowadził zakaz produkcji i sprzedaży tytoniu oraz wyrobów tytoniowych na terenie kraju – zakaz ten objął również papierosy elektroniczne. Dozwolone jest przywożenie e-papierosów na własny użytek, jednak podlegają one opłatom importowym, a przewożący muszą przedstawić dowód opłacenia podatku. Produkty sprowadzane na użytek własny muszą być opatrzone ostrzeżeniami zdrowotnymi i nie mogą promować wyrobów tytoniowych w sposób „fałszywy”, to znaczy w sposób wprowadzający w błąd lub mogący wywołać mylne wrażenie co do ich charakteru (np. poprzez składanie oświadczeń zdrowotnych dotyczących e-papierosów). Używanie e-papierosów jest zabronione zarówno w miejscach publicznych zamkniętych, jak i otwartych, a w przypadku naruszenia tego zakazu grożą grzywny i/lub interwencja policji.
