En 2021, aproximadamente 69,900 adultos en Ruanda eran usuarios actuales de tabaco tradicional sin humo, lo que representa alrededor del 0.9% de la población adulta. Su consumo fue más común entre las mujeres, con un 1.4%, frente al 0.4% registrado en los hombres. El consumo diario fue ligeramente menor, alcanzando el 0.5% del total de adultos. Desde el punto de vista normativo, el tabaco tradicional sin humo es legal en Ruanda y está formalmente regulado como un producto de tabaco. Su venta y uso están permitidos, incluidas las compras en línea conforme a la legislación vigente. No existe una prohibición total de la publicidad de productos de tabaco sin humo. Sin embargo, los empaques deben llevar advertencias sanitarias y la edad mínima para la venta es de 18 años.
