En Montenegro (2023), está permitido fumar y es legal vender cigarrillos, comprarlos en línea e importarlos con fines comerciales, pero está prohibida su venta a través de máquinas expendedoras. Se exige que los paquetes lleven advertencias sanitarias y la edad mínima para la venta es de 18 años. Además, existen restricciones para fumar en lugares públicos. A pesar de estas regulaciones, los datos de 2022 muestran que el 32,1% de los adultos eran fumadores actuales en el país, incluyendo un 33,2% de mujeres y un 30,9% de hombres. Como referencia, en 2017 había 191 mil fumadores diarios y la prevalencia del consumo diario era del 37,6% en total, con un 35,6% de mujeres y un 39,6% de hombres. Las estadísticas también indican que, en 2021, la mortalidad atribuida al tabaquismo fue de 1,3 mil personas, entre ellas 352 mujeres y 973 hombres. Estos datos reflejan que el consumo de tabaco fue responsable del 13,42% de todas las muertes en el país en 2021, representando el 7,71% de las muertes entre mujeres y el 18,34% entre hombres.
