En Liberia, diversas fuentes señalan que no existen leyes específicas que regulen los cigarrillos electrónicos y el vapeo. Hay pocos datos sobre si está permitido la venta, compra, comercialización, publicidad o importación de productos para vapear, así como sobre posibles restricciones para su uso en espacios públicos. Sin embargo, un estudio de la OMS sobre el uso de cigarrillos electrónicos entre estudiantes indica que estos productos están disponibles y se usan en Liberia, aunque sigue sin estar claro cuán común es su consumo.
