El presidente de Bielorrusia firmó el Decreto N.º 2 el 24 de enero de 2019, que modificó el Decreto N.º 28 (17 de diciembre de 2002) y el Decreto N.º 4 (18 de octubre de 2007), regulando la producción, el comercio y el consumo de productos de tabaco. El objetivo de la nueva regulación fue limitar el acceso a los productos de tabaco y reducir los efectos negativos del tabaquismo en la salud. El decreto también establece la regulación legislativa sobre la producción, venta y uso de cigarrillos electrónicos y productos de tabaco calentado. Estos productos estarán sujetos a las mismas normas legales aplicables a la producción, venta y consumo de productos de tabaco. Únicamente las entidades económicas bielorrusas tendrán derecho a realizar actividades relacionadas con la producción y venta de sistemas para el consumo de tabaco, sistemas electrónicos y líquidos electrónicos. Se prohíbe la exhibición visible de líquidos para sistemas electrónicos de consumo de tabaco en vitrinas y otros puntos de venta. Además, el decreto impone restricciones sobre los lugares donde se pueden vender o usar estos sistemas electrónicos de consumo y prohíbe la publicidad y la venta de líquidos electrónicos a menores de edad.
