Bulgaria cumple con la Directiva de Productos del Tabaco de la Unión Europea (TPD) (2014). Los cigarrillos electrónicos que contienen nicotina están regulados por el Decreto 89 (que promulga la Ley de Modificación y Complementación de la Ley sobre el Tabaco y los Productos del Tabaco), mientras que los productos sin nicotina se regulan como productos de consumo. Los cigarrillos electrónicos se consideran “relacionados con el tabaco” y no productos de tabaco propiamente dichos, por lo que se les aplican normativas más flexibles que al tabaco. Por ejemplo, se permite vapear en lugares donde está prohibido fumar, la notificación de productos no tiene costo y no se aplica impuestos sobre los cigarrillos electrónicos. Sin embargo, está prohibida la venta a distancia de productos de cigarrillos electrónicos.
