Según el Índice Global Antitabaco, las bolsas de nicotina están permitidas legalmente en los Emiratos Árabes Unidos (EAU), incluida su venta, compra en línea y uso. El producto puede importarse para uso personal, aunque se recomienda verificar la cantidad permitida. Sin embargo, existen ciertas restricciones, como la prohibición de hacer afirmaciones sobre beneficios para la salud, el requisito de una edad mínima de 18 años y un límite en la concentración de nicotina, que establece que cada bolsa no debe contener más de 16.6 mg de nicotina. Además, está prohibido el uso de bolsas de nicotina en lugares públicos. Cabe destacar que, según informó Tobacco Intelligence ese mismo año, no existen leyes específicas sobre las bolsas de nicotina en los EAU.
