Румыния следует Директиве ЕС о табачных изделиях (TPD) от 2014 года. Электронные сигареты регулируются как табачные изделия и подпадают под действие Закона № 201/2016. Единственное место, где запрещено использование электронных систем доставки никотина (ЭСДН), — это общественный транспорт. Кроме того, практически полностью запрещена реклама, трансграничные продажи жидкостей для электронных сигарет не допускаются, а налогообложение жидкостей для электронных сигарет составляет 0,11 евро за миллилитр.
