Heated tobacco products (HTPs) are legally allowed in Estonia including their sales and use. However, their online sales are not allowed. The law requires health warnings on HTPs' packaging, and enforce restrictions on their flavours. Health benefit claims regarding these products are not allowed.

Available data show that in 2024 an estimated 17,364 adults were current HTP users in Estonia, representing 1.6% of the adult population. This shows a increase from 12,000 HTP users in 2020 (1.1%). Daily use of HTPs among adults shows also a slight increase, from 0.6% in 2020 to 1.3% in 2023.
