В Эстонии электронные сигареты разрешены и регулируются как табачные изделия. Продажа электронных сигарет через интернет запрещена, однако они доступны в обычных торговых точках. Заявления о пользе для здоровья не допускаются, действует полный запрет на все виды рекламы. На электронные сигареты также распространяется акцизный налог, составляющий до 10% от ставки, установленной для сигарет. Существует комплексная система регулирования, включающая требования по уведомлению о продукции, упаковке, защищённой от детей и вскрытия, а также предупреждениям о вреде для здоровья на упаковке. Продажа разрешена только тем, кто достиг 18 лет, установлены лимиты на содержание никотина (не более 20 мг/мл), а также ограничения на объём резервуара (не более 2 мл). Кроме того, действуют ограничения на вкусовые добавки и законодательно ограничено использование в общественных местах. По состоянию на 2023 год в Эстонии насчитывалось около 97 900 взрослых, которые в данный момент употребляют электронные сигареты, что составляет 9% взрослых, из которых 4,8% делают это ежедневно. Согласно исследованию 2017 года, 21% взрослых пробовали электронные сигареты. В другом опросе того же года 75% респондентов считали электронные сигареты вредными или более вредными, чем сигареты, 11% полагали, что они менее вредны, и 14% затруднились с ответом.
